Born in Champagne, IL, Doug was the son of Norman G. and Lynne E. (Lamar) Foltz. Doug attended Pioneer High School and graduated from Centennial High School in Champagne. He enjoyed golf, loved sailing, was a car enthusiast and outdoorsman. He was a long time member of the NRA and the Tri-County Sportsman’s Club. He also loved to Travel and Maui had a special place in his heart.
